Peter Mills had decided to run for governor on the Republican ticket. He is the first GOP candidate to be a career politician. He does not yet have a website or a blog. However, if he represents your district you can read his congressional page here:

Update: The Dawn Hill website is functional, but under development. Steve Rowe's website is uniquely designed, but is deceptively lacking in anything specific. It is basically an announcement speech with donate buttons.
Steve mentions the following:
Steve also knows that problems such as substance abuse, mental illness and domestic abuse are devastating to Maine people and to our state’s economy. Steve will work to eliminate these problems so that the true potential of Maine people and the state’s economy can be realized.
Excerpt over. Haven't seen that one often, and it is good to see. However, it lacks plans or facts or, well, basically anything substantial.

I know personally that substance abuse problems have rocked coastal Maine and the Western foothills. As old industries die, fishing and paper for example, a depressed fog moves in. As cheaper, more powerful drugs become available, Oxycontin for one, the problem compounds. People are desperate to get high and to make money. It's a sad cycle.
So while the problem is multi-layered, the root is economic.
Many problems are rootly based in economics. Among users of drugs it is always an escape. Rich or poor, it is an escape from sadness and stress. Maine has plenty of stress from our weather and plenty of sadness from our economy. So far we have been lucky, or blessed, I don't know yet, but our unemployment is under 9% here. We gained jobs a few months back, and we have slowly been losing them since. Fortunately, we haven't lost them as fast as the rest of the country.
That's kind of the blessing and the curse of Maine. We don't have economic losses as quickly as other states, but we don't gain as quickly either. Of course once the paper industry and fishing industry completely tanks we may be in big trouble. Good luck whoever gets elected!
However, the boost of a new auditorium, with our casino, may be able to help replace the loses. I hear big things about making a large medical research facility in Brewer. So at least for Bangor, things are looking good.
