Terror Attack in Fort Hood

I don't understand the justification that he didn't want to go to war. If you don't want to go to war, why do you turn your home into a war zone? Hasan also did this representing himself as Muslim instead of an American. As far as I am concerned, this was a terrorist attack. Sure he was not affiliated to any group, but he used the same tactics in a randomized fashion as the terrorists in the Middle East.
